You should try the latest source code from https://triangle.codeplex.com/SourceControl/latest

Are you using beta 3? The latest source code doesn't fail.

Your input contains some nearly collinear points on the convex hull, so be careful when using quality meshing (see http://www.cs.cmu.edu/~quake/triangle.trouble.html).

The release from June 2013? Yes, I have tried it with this version.
I have noticed that it works when I use sweep line instead. So everything should be fine.
